Kelly Evans is a member of the following staff departments:

Kelly qualified as a Solicitor in 2010 and became an Associate with Swain & Co in 2013.

Kelly has worked within the Family and Housing departments for the past 6 years.  From 2009 she developed her practice to include Community Care Law.

Kelly has supervised the Housing Law department since 2009, which has grown to a team of 6 in the Havant Office and 2 in the Southampton Office.  The team covers Housing Law cases in Southampton, Portsmouth and across Hampshire.

Kelly organises and attends the Housing Advice Desk at Portsmouth County Court which commenced with Swain & CO in July 2011.  This involves the firm representing people at risk of eviction from their home.

Kelly specialises in Housing Law and Community Care Law and frequently assists in housing cases of disrepair, eviction for rent arrears and anti-social behaviour and homelessness applications.  Kelly has also represented those facing injunctive proceedings from their landlords for anti-social behaviour.  Kelly has pursued appeals to the County Court against homelessness decisions under s.204 Housing Act 1996 and represented clients on appeal to the Court of Appeal.  Kelly has also represented clients in judicial review application to the High Court and out of hours applications to the High Court.

Her work is concentrated on publicly funded clients and advising the tenants rather than the landlords.  Kelly has a particular interest in assisting those with disabilities and mental health conditions with housing law problems.

Kelly also has an interest in public law issues arising out of homelessness application and community care issues, such as a judicial review.

Kelly has a keen interest in the Equality Act 2010 and how this can be uses to assist those with disabilities defend possession proceedings.

Kelly has a 2.1 BA Hons Degree in English Literature at Exeter University, a 2.1 LLB Hons Law Degree from Guildford College of Law and LPC (Distinction).

Kelly is a Member of the Housing Law Practitioners Association (HLPA)

Kelly personal interests include Zumba, fitness and socialising with friends.
